Title I
Rowe is a Title One school. Title I is the largest federal educational program, founded in 1965 as the Elementary and Secondary Education Act, reauthorized in 2002 as part of the No Child Left Behind Act (NCLB), and most recently amended as the Elementary and Secondary Education Act (ESEA). Title I provides extra support to schools to help students who need it the most. Title I supports students to meet standards the State has put in place for all children. Its purpose is to make sure that all children have the opportunity to have a high quality education. Title I funds are provided to schools based on the number of students qualifying for the free/reduced price lunch. As a parent of a Rowe student, you are already part of our Title I team.

Amanda C. Rowe Elementary School embodies a diverse community that values best practices in alignment with tenets of The Portland Promise: Achievement, Whole Student and People, alongside a deep commitment to equity woven throughout every aspect of school life.
- Achievement: We value and promote an integrated approach to teaching, learning, and assessment where students experience a variety of modalities in their development as academic and social-emotional learners.
- Whole Student: We value students for who they are as human beings and meet them where they are in their development as academic and social emotional learners.
- People: We value multi-year relationships among educators and community members to promote strong home-school partnerships and productive community engagement.
We strive for equity in access to ALL school experiences for ALL students and families as we collectively nurture one another, promote academic excellence, and maintain meaningful relationships amongst our community to support the development and success of every student.
Our partnership will be further enhanced to improve the academic advancement of our students through Title 1 support under the Elementary and Secondary Education Act (ESEA). This compact aims to provide ample opportunities to collaborate with teachers and parents to ensure all students at Amanda C. Rowe School reach or exceed grade-level standards.
